A coalition of conservatives and far-right groups said they will hold a free speech rally at Berkeley's Civic Center Park, with some vowing to read a speech Coulter might have given if her event at the university had gone forward.

Police said the arrests were made as part of a coordinated effort to manage large-scale demonstrations in the downtown and South Campus neighborhoods and on the University of California at Berkeley campus.

"This isn't over but I can certainly say our priority and our strategy is making sure to protect public safety", Berkeley Mayor Jesse Arreguín said.

Coulter said in an email to The Associated Press that she might stroll across campus to greet supporters and "stroll around the graveyard of the First Amendment".

Gavin McInnes, co-founder of Vice Media and founder of the pro-Trump "Proud Boys", was one of several speakers at the gathering.

So far, there's no sign of opponents, or so-called anti-fascists who have violently clashed with the far-right demonstrators previously in Berkeley.

They offered the college Republicans, who had invited Coulter, a different date and venue for the speech, but were turned down. That event was canceled because of violent protests by a left-wing extremist group that smashed windows on campus and set fires outside the student union.
