British police name third London Bridge attacker as Youssef Zaghba

In a statement Tuesday, British authorities said Zaghba was "not a police or MI5 subject of interest".

London police, who had identified the two other attackers as Khuram Shazad Butt and Rachid Redouane, later confirmed the third one as Zaghba.

Counterterror analysts say they are surprised that Butt remained a "low priority" for the security services despite his close connections to Sajeel Shahid, a 41-year-old who ran an all-Muslin gym in east London and was named in a NY court case as having helped to set up weapons training in Pakistan for the July 7 suicide bombers.

But police said that they had no warning of a plot and that their investigation of Butt had been shelved.

In addition to the seven people killed, at least 50 others were injured.

On Saturday night, a vehicle struck pedestrians on London Bridge and continued on to Borough Market, after which the attackers left the vehicle and carried out several stabbings at the market. It also reported that officers had raided an address in Ilford, east London, in the early hours of Tuesday morning.

"People are going to look at the front pages today and they are going to say, 'How on earth could we have let this guy or possibly more through the net?"

Prime Minister Theresa May, who called the snap election in hopes of strengthening her mandate for discussions over Britain's exit from the European Union, has come under fire for the cuts to police numbers over recent years.

British counterterror chiefs say that while Butt was investigated in 2015, he was deemed a low risk.

Asked if he backed calls for May's resignation just days before the country's General Election, main opposition Labour Party leader Jeremy Corbyn told ITV, "indeed I would".

The second man, Rachid Redouane, had not aroused any suspicions.

Police are still trying to piece together the bomber's final movements and on Tuesday released photos of a bag within which forensics had "uncovered significant evidence".

"Any successful attack is a failure of intelligence services", said Raffaello Pantucci, counter-terrorism expert at the Royal United Services Institute in London.

Police have named the third London Bridge attacker as Youssef Zaghba. Those cuts resulted in police personnel being drawn down from 2010 to 2016 by more than 20,000 officers.

Tuesday, dozens of plain clothes officers in Pakistan searched a hotel on the Grand Trunk Road in Punjab province's Jhelum area.

"Our work necessarily involves making hard judgements about how to prioritise the resources available to us at a time when the United Kingdom is facing a severe and high tempo terrorist threat", police said.

Transport for London, which oversees the capital's transport network, has advised commuters, struggling to get to work in the driving rain, to make alternative journeys as the station will be busy.

At 11 a.m., the nation held a minute's silence to remember all of those affected by the terror attack.

It was lowered once intelligence agencies were comfortable this wasn't the case.
