Hartzler said, adding that "transgender" surgeries alone could cost USA taxpayers $1.35 billion over the next 10 years.

The House Rules Committee did not vote on the Hartzler amendment Wednesday, but has teed it up for floor consideration.

Congresswoman Vicky Hartzler, a Republican, proposed an amendment which would block the Department of Defense from providing healthcare related to transitions for transgender troops. LGBT military groups OutServe-SLDN and the American Military Partner Association called it a "vicious attack" created to block transgender people from enlisting for service at all by denying them basic health care.

The four New York GOP House members who voted for the amendment were Reps.

The reason for the amendment is that Hartzler believes pro-transgender policies reduce military readiness.

"Republicans should be ashamed: instead of protecting the men and women who risk their lives to defend our freedoms, they are fighting to rip away the health care of thousands of courageous service members", Pelosi said in a statement.

In a statement, House Minority Leader Nancy Pelosi (D-C.A.) called the proposal a "cruel, discriminatory and appalling".

"By my figures, we are projected to pay $3.7 billion over the next ten years for sex reassignment surgery and hormone therapy for those in the military that wish to transition from one sex to another", Perry said.

A Pentagon-commissioned study by the RAND corporation on the cost of gender transition-related health care for transgender personnel found that it would cost the DOD between $2.4 million and $8.4 million annually.

Ros-Lehtinen was among the 24 Republicans, including Miami Rep. Carlos Curbelo, who voted against the amendment. "The defense bill before us today should be about honoring that responsibility".
