Browder filed the OFAC complaint on the heels of a Daily Beast report published last week which said that Rohrabacher, a staunch defender of Russian Federation and Putin, accepted a "confidential" document from the prosecutor general's office in Moscow in April 2016 which he then used to try to undermine the Magnitsky Act on Capitol Hill.

But Browder fought back, giving an affadavit to the Justice Department accusing Fusion of acting in the interests of Russian Federation without registering as a foreign lobbying company. The high-level Russian sources he developed during his time there have made him useful to the State Department and the Federal Bureau of Investigation, who have worked with him in the past to investigate Russian corruption.

Kushner and the White House have both said the meeting was about adoptions.

Browder also said that Fusion GPS, the group hired by Hillary Clinton supporters that put together the salacious dossier on Donald Trump, was receiving money indirectly from a senior Russian government official.

Since March, the Senate Judiciary Committee has pressed for Mr. Simpson's testimony and documents relevant to the case.
