United Nations chief Antonio Guterres "is concerned that recent developments could lead to further escalation of tensions", his spokesman said in a statement.

Maduro has promised the assembly will bring peace to the country, and help end an acute economic crisis marked by shortages of food and other basic goods, but the opposition says it is aimed at consolidating a dictatorship.

The next round is still expected to stop short of penalties against Venezuela's vital oil sector, considered the toughest of possible sanctions, though such measures, USA sources have said, remain under consideration.
