An initial analysis of the 21.8 million comments show 60 percent were opposed to FCC Chairman Ajit Pai's plan while 39 percent were in favor of it. However, Apple argued that paid fast lines should not replace "content-neutral transmission of internet traffic".

But on other net-neutrality issues, such as whether to reverse the Title II classification that gives the FCC authority over service providers, Apple is less specific.

Tech giants such as Facebook, Google and Amazon have long expressed their support for the current net neutrality regulations, but Apple had stayed quiet. The letter, filed with the FCC by the American Sustainable Business Council, warns that "weakening or rolling back the 2015 protections would be disastrous for the country's business community" who for decades have relied on open access to the open Internet to do business. "First, consumers need to be able to make informed choices about their purchase and use of broadband services", Cynthia C. Hogan, Vice President, Public Policy for Apple Inc. wrote in the letter.

While Apple is gearing up to unveil the 10th-anniversary edition iPhone 8, the company has also made a last-minute appeal with the FCC for a strong set of#Net Neutrality rules. "We work hard to build great products, and what consumers do with those tools is up to them - not Apple, and not broadband providers".

The net neutrality docket of the Federal Communication is however quite a mess since nearly 22 million comments come from form letters and spam bots using stolen identities from data breaches. It also said that an open internet fosters innovation and investment.
