"I'm not making the case for decertifying", Haley said, while adding: "Should he decide to decertify, he has ground to stand on".

"If the president finds that he can not in good faith certify Iranian compliance, he would initiate a process whereby we move beyond narrow technicalities and look at the big picture", she said. Her speech, delivered at the most hawkish think tank in Washington-a nesting ground for the key architects of the Iraq War and wider Global War on Terror, not to mention almost every anti-Iranian hardliner in town-came just five days after the International Atomic Energy Agency (IAEA) declared for the eighth time that Iran was complying with the 2015 deal, otherwise known as the Joint Comprehensive Plan of Action, or JCPOA.

"Our allies very much know that we should be concerned" about Iran's compliance, Haley said. But while she argued that the United States should not be held hostage by global pressure to preserve the deal, she offered no reason why the United States would be better positioned to restrain Iran's nuclear program or address Iran's other troubling behaviors without it. An additional June 2017 allegation by the US accused the Iranians of receiving a shipment of ballistic-missile technology, but so far the Secretary General has not been able to corroborate it.

Under US law, the State Department must notify Congress every 90 days of Iran's compliance with the nuclear deal.

Iranian President Hassan Rohani warned last month that Iran could abandon the nuclear agreement "within hours" if the United States imposes any more sanctions over the missile tests.

"During that time, Congress could take the opportunity to debate Iran's support for terrorism, its past nuclear activity, and its massive human rights violations, all of which are called for in Corker-Cardin", she said. It also would be strategically dumb, because Iran would be freed from its commitments under the deal and the USA would have far less leverage than it did before the deal was signed.

Also known as the Corker-Cardin law, after its lead authors, the bipartisan legislation was passed by large majorities after President Obama chose not to pursue the nuclear deal as a treaty, thus sidestepping a formal Senate ratification requirement. It is said Mogherini has repeatedly stressed that the JCPOA is a multilateral deal and that no party can singularly make decisions on behalf of others.

Haley argued that judging Iran's nuclear intentions purely on the basis of its compliance with the "flawed" JCPOA was "dangerous and short-sighted".

"If the president chooses not to certify Iranian compliance, that does not mean the United States is withdrawing from the JCPOA", Haley told an audience at the Washington-based American Enterprise Institute Tuesday.

"#IAEA verification of Iran compliance with JCPOA is based on terms of agreement; not the ulterior motives of U.S. officials, nor of lobbyists", Iranian Foreign Minister Javad Zarif wrote Saturday on Twitter. Outsourcing our national security to the U.N.is not a plan.

"Because the European allies understand the concerns we have with Iran, if they saw the President decertify, they would realise this is going to Congress and they would watch that debate very closely", she said. "No, they don't want us to get out of the deal".

The next deadline will come in October and Trump has already said that he thinks by then the USA will declare Iran to be non-compliant. Among them: Haley's assertion that Obama intended the deal to not only restrain Iran's nuclear program, but to address Iran's other non-nuclear behaviors.
