Hawaii prepares for nuclear attack amid North Korea threats”

That means not only that North Korea may be better able to withstand sanctions today than it was in the past, but also that economic overtures could hurry its transformation along - and perhaps in time soften its stance internationally.

"They certainly have enough evidence to move forward with these kinds of sanctions", said Anthony Ruggiero, a senior fellow at the Foundation for Defense of Democracies.

"We find near-perfect symmetry in the way the yen responds to Asia-specific shocks and shocks from elsewhere, suggesting it can (remain a safe haven)", they added.

If North Korea attempts an atmospheric nuclear test at sea, it would likely involve its most powerful ballistic missiles, such as the intermediate-range Hwasong-12 or the intercontinental-range Hwasong-14, experts say.

South Korea's weather agency, however, said it was examining the tremor and took the view that it was a naturally occurring phenomenon.

When China started to develop its nuclear capabilities with Soviet assistance, Washington was dismissive of Beijing's technological progress-just as many dismiss Pyongyang's potential capabilities.

That's where the new powers Trump gave Treasury Secretary Steven Mnuchin come in. Trump has said he won't allow it, although the U.S.so far has not used military force to impede the North's progress. He specializes in global risk analysis, US security and foreign policy strategy, and security and political relations in Asia.

The main reason for North Korea to take that risk would be to quiet outside doubts about whether it really has a thermonuclear weapon small enough to fit on a missile, said Jeffrey Lewis, a USA arms control expert at the Middlebury Center of International Studies at Monterey.

Tillerson says American diplomatic efforts "continue unabated" to try to bring Kim's government to the negotiating table.

Though the confiscation of passports and restriction of movement of North Korean workers overseas have led them to be depicted as "slave labor" in the mainstream media, there is nonetheless competition among North Koreans for these jobs.

In the past year, the United Nations has begun to impose sectoral sanctions on North Korean exports.

The North Korean regime is believed to use a complex network of front companies to do business in China and other countries to dodge sanctions.

Banks that may have previously looked the other way now have a strong incentive to pay close attention or risk severe punishment. Beijing and Pyongyang have always been allies, and China is North Korea's main trade partner. "So as of now, we are categorising this as a natural quake".

But the new USA measures still come with limitations.

Russia's U.N. Ambassador Vassily Nebenzia took issue with the meeting, saying a discussion on nonproliferation "should be general, not pegged to someone's idea of 'pariah states.'" He said a USA "concept note" sent to council members before the meeting "artificially links three country situations which have absolutely nothing to do with each other".
