White House Press Secretary Sarah Huckabee Sanders said on Twitter Thursday that President Donald Trump has "authorized the Jones Act be waived for Puerto Rico".

The 1920 law restricts shipments between United States ports to US-owned and operated cargo ships, thus preventing foreign-flagged ships from delivering relief aid to the U.S. territory.

Critics had charged the government was slow to issue such a waiver for Puerto Rico after Maria, which was the most powerful hurricane to hit the island in almost 90 years. Many people are unable to work or run businesses because there's no electricity, or diesel to fuel generators.

House Speaker Paul Ryan says federal disaster relief accounts will get a boost of almost $7 billion dollars by the end of the week to help hurricane-ravaged Puerto Rico.

Rihanna sent Mr Trump a video, shared by a person on Instagram who criticised the lack of media attention on the struggles in hospitals in Puerto Rico.

"Any organization collecting donations can bring them here to the warehouse at the corner of Washington and Lake Shore Drive and we will make sure they get on the truck", he said.

The Trump administration initially insisted the waiver was not needed because the USA had enough ships to deliver goods but an unnamed official from the Department of Homeland Security warned there was a bottleneck with unloading cargo at the island's damaged ports and getting supplies inland, as well as a shortage of diesel fuel.

Trump told reporters on Wednesday that "we're thinking" about lifting the law, but added that a "lot of shippers" didn't want it lifted.

"Aid hasn't come yet and some people have been stuck at the airport, trying to leave with no place to go, and they have not have food or water in days", he said.

President Trump said he was already considering the authorization last week.

Critics of the law call it a protectionist relic, and the Wall Street Journal editorialized this week that it should be permanently repealed. John McCain, R-Ariz., has been leading the charge to get rid of it.
