The hack, which affected a total of 57 million users and drivers across the globe, only came to light last week after Bloomberg reported Uber paid hackers a ransom of $100,000 (£75,500) to delete the stolen data and keep the breach quiet.

"Washington law is clear: When a data breach puts people at risk, businesses must inform them", Ferguson said in the release.

Washington law requires both affected consumers and the attorney general's office to be notified within 45 days of the breach.

"When [the breach] happened, we took immediate steps to secure the data, shut down further unauthorised access, and strengthen our data security", the company added.

The data breach resulted in almost 11,000 Washington Uber drivers having their data compromised.

The ICO said names, mobile phone numbers and email addresses were taken, details which could expose victims to social engineering attempts.

Separately, prosecutors in the United States have heard that Uber may have hired ex-CIA intelligence operatives to conduct surveillance on its rivals.

The complaint also noted that "Uber is aware of its responsibilities to provide notice of data security breaches", citing the fact that, in 2016, "the New York Attorney General fined Uber for failing to notify drivers and that office about a data breach that occurred in 2014".

Uber failed to disclose the massive breach at the time, the company's new chief executive officer said last week. "There is no excuse for keeping this information from consumers".

Ferguson announced the state's lawsuit hours after developments in a California court case revealed that federal prosecutors are investigating allegations that Uber deployed an espionage team to plunder trade secrets from its rivals. If that penalty were applied to each of the affected drivers in Washington, it would total almost $22 million in penalties.

Uber spokeswoman Molly Spaeth responded in a statement, according to The Chicago Tribune, noting that the ride sharing company was "committed to changing the way we do business, putting integrity at the core of every decision we make, and working hard to regain the trust of consumers".
