Nth Korea open to talks if 'recognised' by US”

U.S. Secretary of State Rex Tillerson urged China Thursday to curb its oil supply to North Korea in the wake of its latest missile launch.

Lavrov's statements come two days after North Korea launched a new type of intercontinental ballistic missile that is capable of striking the U.S. mainland.

Russian Federation accused the United States on Thursday of trying to provoke North Korean leader Kim Jong Un into "flying off the handle" over his missile programme to hand Washington a pretext to destroy his country.

"It's as if the recent actions of the USA are consciously directed to provoke Pyongyang towards other radical actions".

A call on all countries to severe ties with North Korea over its continued missile activities made by the U.S. ambassador to the UN, Nikki Haley has been rejected by Russian Federation. The regime has claimed it can now strike the entire US mainland with a "super-large heavy warhead". The Americans, he said, "should explain to us all what they're after". And then suddenly. they announced large-scale exercises in December.

What the Chinese must do, and do soon, is remove their "puppet" in North Korea, says Frank Gaffney, a national security analyst who served in the Reagan administration and now heads the Center for Security Policy.

This willingness to negotiate comes only on the condition North Korea recognised as a nuclear power, something the USA has not been prepared to do.

He said: "North Korea will be risky in about nine months or so because then two things are going to happen at the same time".

"In nine months or so I think that the President's plan will have a great effect".

In its response to the USA request for an embargo, the Chinese Foreign Ministry said the country had "always implemented full, comprehensive, serious and strict resolutions".

China, meanwhile, unveiled its powerful new DF-41 intercontinental ballistic missile, likely ready for deployment in 2018, the timing of which Armstrong said could be meant to "both, dissuade the North Koreans from continuing down this path and to tell the Americans that the Chinese are dealing with it in their own way". "Let them say it directly... then we can take a decision about how to react", said Lavrov, who also rejected calls by Nikki Haley, the USA ambassador to the United Nations, for Russian Federation to cut ties with Pyongyang, stopping the sale of oil products and deporting North Korean workers.
