Israel has long unsuccessfully pushed for the Palestinians to halt the "martyrs' fund" - payments to roughly 35,000 families of Palestinians killed and wounded in the conflict with Israel, including suicide bombers and other militants, arguing that the practice encourages violence. Those who committed more severe crimes and are sentenced to 20 or more years in prison are paid five times that every month for the rest of their lives. Overall, the PA's payments to terrorists and their families now total about $300 million annually.
