The fugitive ex-president of Spain's Catalonia region left his self-exile in Belgium and visited Denmark unimpeded Monday after a Spanish judge refused to ask Danish authorities to arrest him.

Spanish Supreme Court judge Pablo Llarena on Monday rejected a request by the Spanish state prosecutor's office for a European arrest warrant for exiled former Catalan leader Carles Puigdemont.

In early December, Spain's Supreme Court withdrew an global arrest warrant for Catalonia's former leader in order to bring Puigdemont's case back exclusively into the jurisdiction of Spain.

Spain is investigating Puigdemont for possible rebellion, sedition and embezzlement linked to a unilateral declaration of independence by Catalonia's parliament on October 27.

Spain's Supreme Court dropped an arrest warrant in December but the prosecutor applied for it to be reissued on Monday.

At home, however, he risks arrest on charges of rebellion, sedition and misuse of public funds.

However, Mr Puigdemont has raised the possibility that he would be able to govern via video link.

However, the Catalan parliament's speaker said that Puigdemont was the only candidate chosen by parliament to rule the region.

His comments are coming a month after his arrest warrant and that of five other members of the Catalonia government was withdrawn by a court in Spain. Prime Minister Mariano Rajoy reiterated on Saturday it would be considered "illegal".
