Housing and Urban Development Secretary Ben Carson wants to raise rent for low-income families who get federal housing assistance.

It would raise the rent paid by public housing residents - from 30% of household income to 35%.

If enacted, the rent increase would affect approximately 45,000 people served by the Housing Authority of Baltimore City through its Public Housing and Housing Choice Voucher programs.

"The current proposal would require a phase-in for the 30 percent for elderly and disabled after 6 years but those families that are now in the program would see no appreciable change to their rent", a HUD official affirmed. She says they even heard Secretary Carson speak.

Carson's announcement comes amidst ambitious efforts by the Trump administration to shrink federal assistance programs that many Americans deeply depend on.

Earlier this month, President Donald Trump signed an executive order on reducing poverty that states, "The Federal Government's role is to clear paths to self-sufficiency, reserving public assistance programs for those who are truly in need".

York said Carson's proposal is going to hurt many families in this area. Revamping rental policies would give property owners, housing authorities and residents a system that is "simpler, less invasive and more transparent".

"The way we calculate the level of assistance to our families is archaic and has perverse consequences, like discouraging these residents from earning more income", Carson told The Associated Press.

HUD is seeking to eliminate deductions for medical and child-care costs when determining rent, a factor that Carson said has given some residents an unfair advantage. "So the greatest burden of the rent increases would be felt seniors, people with disabilities and families with young kids", Yentel said.

"Rather than raising the rent, the landlord should be anxious about bringing the conditions up to code, providing people heat and elevators that work and security", Cuomo said Thursday.

Asked how many people would lose housing under his proposed rent reforms, Carson claimed that tripling the amount poor people are required to pay in rent would not result in any loss of housing.

The retired neurosurgeon who grew up in poverty in Boston and Detroit said each year, fewer eligible people are reached by increased government spending on housing, with only one in four eligible families receiving the benefits. House Republicans have already included this in their 2018 Farm Bill, which tightens work requirements for those receiving food stamps.
